Building on a Strong Foundation: NJ Clean Cities Announces Board Transitions

The clean transportation landscape is evolving — shaped by shifting policy, advancing technologies, and new infrastructure realities. The NJ Clean Cities Coalition is evolving with it, strengthening our Board of Trustees to meet what comes next.

Welcoming New Leadership to the Board of Trustees

NJ Clean Cities is proud to welcome Dawn Neville of PSE&G and James Hineson of the Port Authority of New York and New Jersey to our Board of Trustees.

Together, they bring complementary expertise at a pivotal moment for clean transportation in New Jersey — utility-scale electrification and large fleet implementation. They each represent organizations that have been supporters and partners of our coalition for many years.

As Senior Manager of Electric Transportation at PSE&G, Dawn manages industry-leading EV incentive programs, advances charging infrastructure deployment, and develops strategies for medium- and heavy-duty vehicle electrification statewide. A licensed Professional Engineer, certified Project Management Professional, and Lean Six Sigma Black Belt, she pairs technical rigor with execution. She is a recognized voice in the transportation electrification space, regularly contributing insights through published articles, webinars, podcasts, and industry speaking engagements focused on infrastructure deployment and grid integration.

James serves as Sustainability Coordinator within the Central Automotive Division of the Port Authority of New York and New Jersey, overseeing the modernization of more than 3,000 vehicles and equipment assets across seven facilities. His work spans battery electric and hydrogen vehicles, renewable diesel, renewable natural gas, and other alternative fuels, emphasizing rigorous testing and operational readiness before large-scale deployment. In addition to his fleet leadership, James leads the annual Fleet Sustainability Expo — now a cornerstone event for regional fleet innovation — and plays a key role in the quarterly Multi-Agency Fleet Council, strengthening coordination and advancing practical sustainability strategies across public agencies, while also supporting broader fleet training initiatives.

Along with new Board leadership, NJ Clean Cities continues its organizational evolution as Caroline McCallum serves as Director, succeeding founder and longtime Executive Director Chuck Feinberg. Chuck remains closely involved as Senior Advisor and continues as Chairman of the Board of Trustees — ensuring continuity of vision and governance as the coalition moves forward.

Recognizing the Service of Barry Carr and Paul Heitmann

As we welcome new Trustees, we also extend our sincere appreciation to Barry Carr and Paul Heitmann as they conclude their service on the Board.

Barry Carr is a nationally recognized expert in transportation efficiency and alternative fuels. A 2017 inductee into the U.S. Department of Energy’s Clean Cities Hall of Fame, Barry paired national credibility with visible leadership — from connecting NJ Clean Cities to regional initiatives to quite literally popping out of the trunk of an alternative fuel vehicle at events to spark conversation. We are grateful for his lasting impact and years of service.

We also thank Paul Heitmann as he concludes his Board service. Paul brought valuable expertise at the intersection of transportation electrification and grid modernization. As an early visionary pioneer and advocate for vehicle electrification, now serving with the New Jersey Board of Public Utilities, he strengthened NJ Clean Cities’ engagement where infrastructure, standards, and policy converge — helping keep the coalition aligned with an evolving electrification landscape.
