As the global community grapples with climate change, New Jersey is at the forefront with actionable clean energy policies. Emblematic of this leadership is the state's first public renewable diesel station, KW Rastall Oil in North Brunswick, a beacon in the journey toward sustainable transportation. Reflecting the goals of New Jersey's Clean Fuel Standard (CFS) draft legislation, the initiative along with the new station represent a strategic pivot from reliance on fossil fuels to cleaner, renewable energy forms, reinforcing the state's resolve to lead by example.
With the introduction of Senate Bill No. 2425 and Assembly Bill No. 3645, New Jersey boldly steps forward, underscoring its dedication to mitigate transportation's environmental footprint through a comprehensive low-carbon transportation standard. This legislation, sponsored by Senators John F. McKeon, Bob Smith, and Assemblyman Calabrese, widens the choice of fuels from gasoline or diesel and incentivizes low emission choices including electricity, renewable natural gas, propane autogas, hydrogen, biodiesel and renewable diesel, among others. Additionally, the low carbon transportation standard unlocks access to sustainable aviation fuel, which is the critical element in reducing aviation emissions. The bills aim to reduce the average carbon intensity of transportation fuels by 10% below a 2019 baseline by 2030 and would create the first low-carbon fuel standard on the East Coast if signed into law.
The launch of New Jersey's cutting-edge renewable diesel station, signals a significant shift toward greener fleet operations. NJ Clean Cities member, KW Rastall Oil, is dedicated to bringing innovative solutions that meet the needs of today while safeguarding tomorrow. David Rosenburgh, the company's President, shared his perspective: "Our commitment to innovation and environmental stewardship offers a fuel alternative that's not only better for the planet but also superior for your engines." Neste, the world’s largest producer of renewable diesel and sustainable aviation fuel, is working to bring these renewables to the Northeast.
New Jersey Natural Gas's transition to Neste's MY renewable diesel is expected to slash annual GHG emissions by 550 tons, positioning both organizations as a trailblazer in the region. Carrie Song, Global Senior Vice President at Neste, articulates the broader influence of this movement: “This partnership demonstrates the increasing demand for lower-emission fuels across the entire nation.” The transition, supported by renewable diesel's compatibility with existing engines, marks a substantial stride in meeting the state's emission reduction objectives.
New Jersey's Clean Fuel Standard is more than just a regulatory measure; it is a catalyst for broad state improvement. Echoing the success seen in California where the standard significantly reduced carbon emissions, New Jersey's CFS is set to deliver comparable environmental benefits. The standard is designed not only to decrease greenhouse gasses but also to stimulate economic growth, potentially replicating California's notable increase in GDP within the clean energy sector. This economic uplift occurs without negatively affecting consumer fuel prices, thereby making sustainable progress achievable alongside fiscal health. In fact, a clean fuel standard often allows for renewable diesel to sell for a lower cost than fossil diesel, adding competition to the marketplace. Moreover, the health impacts associated with cleaner air are significant, as evidenced by California and Oregon’s experience where reductions in pollution-related diseases substantially lowered health care costs, notably within overburdened communities. This demonstrates the dual benefits of environmental policies that do not compromise economic stability.
Adding to the CFS’s impact, the use of renewable diesel in New Jersey significantly cuts down emissions of particulate matter and carbon—critical pollutants in urban and industrial areas. Specifically, Neste’s MY Renewable Diesel reduces GHG emissions by as much as 75-95%. This fuel's effectiveness is especially notable in heavy-duty engines where it serves as a direct substitute for conventional diesel without the need for any engine or system modifications. This remarkable reduction is made possible by the unique chemical composition of renewable diesel, which, although similar to fossil diesel, is derived from sustainable sources like vegetable oils or animal fats. Through a process called hydrotreating, these oils are stripped of impurities, resulting in a fuel that not only mimics but improves upon characteristics of traditional diesel, such as energy density, allowing trucks to travel further on the same amount of fuel. Consequently, renewable diesel stands as a superior alternative that substantially lowers emissions, aiding New Jersey’s efforts to enhance air quality and reduce greenhouse gas contributions effectively.
Together, the CFS and the strategic use of renewable diesel underscore New Jersey's commitment to a strategy that encompasses economic vitality, public health, and environmental stewardship. These integrated efforts highlight how legislative frameworks and technological innovations can collectively drive significant improvements, making New Jersey a model for sustainable and inclusive growth in the face of global environmental challenges.
As we have explored, New Jersey's Clean Fuel Standard and the shift towards renewable diesel offer immediate solutions that significantly enhance our quality of life today. Renewable diesel, in particular, offers substantial improvements in air quality using existing transportation infrastructure and vehicles currently on the road. Despite not being zero-emission, its ability to reduce particulate matter and carbon emissions significantly impacts our environment, contributing to cleaner air and a healthier environment. With every truck that transitions to renewable diesel, New Jersey edges closer to major reductions in greenhouse gas emissions and particulate pollution, proving that substantial progress can be achieved rapidly.
